Official Notice - Amendments to the Retail Services and Tourism and Events Curriculum Frameworks - delivery of loss prevention unit of competency

Minor, but significant, changes have been made to both the Retail Services and Tourism and Events Curriculum Frameworks for immediate implementation.

The changes relate to the delivery of a loss prevention unit of competency as a result of significant changes in legislation regulating the security industry in NSW.

Under a new regulation issued under the relevant Act, carrying on retail loss prevention by a person patrolling, protecting, watching or guarding any property by physical or electronic means has been deemed a 'security activity' requiring a 1G licence. Further training, assessment or instruction in relation to any security activity must be undertaken by a 'security trainer' holding a 2D licence.

The NSW Security Industry Registry has provided the following advice to the NSW Wholesale, Retail and Associated Services Industry Training Council Ltd (NSW WRAPS) regarding delivery and assessment of loss prevention units of competency from the Retail Services SIR07 Training Package:

'...there is a clear distinction between delivering training for security licensing purposes and delivering training for professional development and/or improving employee awareness of security matters in relation to their specific job function. Registered Training Organisations (RTOs) intending to deliver SIRXRSK001A Minimise theft do not need to hold a 'Master licence' and do not need to obtain approval to conduct training.'

One of three loss prevention units of competency from the Retail Services (SIR07) Training Package - SIRXRSK001A Minimise theft - has been included as a compulsory unit of competency in the Retail Services Curriculum Framework and an elective in the Tourism and Events Curriculum Framework.

The NSW Security Industry Registry has requested that RTOs advise learners that:

  • completing loss prevention units of competency from the Retail Services SIR07 Training Package are insufficient for security licensing purposes
  • training in loss prevention units of competency does not adequately equip them for loss prevention duties in stores
  • they must not carry out security duties without holding the appropriate security licence or they may be subject to 'on the spot' financial penalties imposed by the Police.

The following amendments have been made to the Part B syllabus of the Retail Services Curriculum Framework:

  • Security Industry Act 1997 (NSW) (as amended)
  • Security Industry Regulation 2007 (NSW) (as amended)
104 Performance criteria 1.5 Under the stem sentence ‚'Methods which maintain security in the workplace, including' - amend the dot point‚'security personnel' to read:
  • licensed security personnel

Schools and colleges should ensure that RTOs delivering courses from the Retail Services or Tourism and Events Curriculum Frameworks to their students amend their teaching programs to reflect this syllabus change and ensure that the advice listed above is provided to students.
