Official Notice: Amendments to School Registration Manuals

BOS 21/12

Who needs to read this notice:
Principals and proprietors of non-government schools
Representatives of systems of non-government schools

The Minister for Education has approved amendments to the Registered and Accredited Individual Non-government Schools (NSW) Manual and the Registration Systems and Member Non-government Schools (NSW) Manual.

Pursuant to the Board’s rule-making powers under section 131 of the Education Act 1990, the manuals constitute the rules set out by the Board with respect to registration and accreditation.

The most significant amendments to the manuals are described below.

  1. Replace the term ‘School Certificate’ with ‘Record of School Achievement’.
  2. Remove any duplication of content in the Manuals where that content is also contained in the Board’s Assessment Certification Examination (‘ACE’) website and where the ACE website is the primary source for that content.
  3. A number of non-government schools are registered for Years 11 and 12 only and are accredited for the Higher School Certificate. These schools were not accredited for and, therefore, did not present candidates for the School Certificate. The Record of School Achievement is a cumulative credential that may be awarded to school leavers who complete Year 10 or to students who leave schools during Years 11 and 12. As a consequence, non-government schools registered for Years 11 and 12 only and accredited for the Higher School Certificate must also be accredited for the Record of School Achievement (under certain conditions). This amendment is outlined in section 5.2.2 of the Individual Manual and section 7.2.2 of the Systems Manual.

These amendments take effect with the publication of this Official Notice.

The amended manuals are available to download from the Registration and Accreditation of Non-government Schools (RANGS) website. The RANGS website is accessed from the Board’s website: http://rego.boardofstudies.nsw.edu.au.

Please note that the web versions of the manuals are the most up-to-date manuals at any time.

Tracked changes of the amended sections of the manuals are available in the ‘Reference Section’ of the RANGS website.

The following support materials are also available:

  • Proformas for Document Audits for Individual Schools
  • Proformas for Document Audits for System Member Schools
